You are right. Unfortunately, not many people use the feature. The idea is that when you log in and feel like chatting, you click the chat icon and wait for others to join. Or that a member / some members suggest a day/time and others join the idea. If I see that some members have scheduled a chat, I'll try to be there. But I'm not sure that if the chat is scheduled by me it will bring more people in :-).
